DLF, conveniently located in the heart of Ortigas Center, Pasig City, Philippines, was established in 2005.  DLF takes pride in being an active and capable participant across various fields of Philippine law, with a specialized focus on energy law and practice. 

Over the past two decades, DLF has developed a proven approach to addressing diverse legal challenges within the energy sector, while continuously adapting to the evolving demands of the industry.  

With extensive practice in the energy sector, DLF provides clients with exceptional service and representation in a wide range of legal and regulatory matters associated with the electric power industry.  We assist distribution utilities, independent power producers, suppliers, and other industry stakeholders, guiding them from inception to fruition.

DLF provides comprehensive legal representation to clients across all aspects of energy law and practice before the Energy Regulatory Commission (ERC), Department of Energy (DOE) and several government agencies on matters related to power contracts, tariffs, regulatory approvals, permitting/licensing, dispute resolutions and more.  DLF also offers assistance before the National Grid Corporation of the Philippines (NGCP), National Power Corporation (NPC), Independent Electricity Market Operator of the Philippines (IEMOP), National Transmission Corporation (TRANSCO), National Commission on Indigenous Peoples (NCIP), National Water Resources Board (NWRB), Department of Environment and Natural Resources (DENR), National Renewable Energy Board (NREB) and other associated agencies, supporting clients in applications for service contracts, accreditations, permitting/licensing and other regulatory matters and processes.      

With its expertise and extensive experience, DLF has earned the trust of the country’s leading power companies and also represents major players in renewable energy – all of which are repeat clients.

Among DLF’s landmark achievements is its involvement in the approval of the supply agreement for the Philippines’ first wind farm project, currently the largest operational wind farm in Southeast Asia.  Additionally, DLF played a pivotal role in securing the first-ever Feed-in-Tariff rates for emerging renewable energy resources in the country, through its work with NREB. 

Outside of the energy industry, DLF also serves a diverse clientele from various sectors and industries, both in the Philippines and abroad. DLF handles a wide range of cases and legal issues, including personal and family matters such as citizenship, adoption, estate planning and settlement of estates.  Moreover, DLF assists with property transactions, including the sale, transfer, and registration of properties, as well as claims for damages, and disputes between parties to contracts, partners, and shareholders.   DLF also provides expert legal counsel for individual and corporate business transactions.   This includes assistance with negotiations, contract drafting and review, and ongoing support throughout the closing and full implementation of such transactions.

DICCION LAW FIRM is adept at coordinating with various government agencies to facilitate the registration of companies and businesses, the application for incentives allowed by law, and the processing of documents for authentication, among other administrative requirements, both locally and internationally.


THE FOUNDING AND MANAGING PARTNER

Atty. Mary Ann C. Diccion is the Founding and Managing Partner of Diccion Law Firm. As DLF’s Chief Executive Officer (CEO), she leads with expertise in Energy, Corporate Law and Litigation.

Under Atty. Diccion’s leadership, DLF has pioneered significant milestones in energy practice, including the approval of the power supply contract for Southeast Asia’s first commercial wind facility, and the first tranche of Feed-in-Tariff (FIT) rates for emerging renewable energy resources in the Philippines.

Before founding Diccion Law Firm, Atty. Diccion held key positions in the public sector. She served as Chief of the Market Operations Service (MOS) at the Energy Regulatory Commission (ERC) from 2003 to 2005. She was also the Manager of Public Estates Authority Tollway Corporation (PEATC) from 2002 to 2003.

In addition to her legal practice, Atty. Diccion has provided consultancy services to various government offices, offering legal advice and guidance. Her notable roles include advising the Office of the President of the Philippine National Construction Corporation (2004-2005), Office of the Administrator & CEO of Cagayan Economic Zone Authority (2004-2005), and Office of the Postmaster General of the Philippine Postal Corporation (2003-2004).
